Yes, but a spay/neuter contract is as good as the paper it's written on - as long as the box is not checked they are free to do what they will and there are those out there...ok, I'm done too!

AKC a few years back came up with "pet only" registration papers, so that the breeder can make the choice as to whether or not the animal is allowed to raise registerable offspring. I believe they can be changed to breeding-quality papers, but ONLY with the consent of the original breeder.
Furthermore, most reputable breeders sell their "pets" with spay/neuter conrtracts.
