Goretex rain suits can generally be found at stores
that sell gear for outdoor sports like hiking,
mountain climbing, etc..  
I have the one from Walmart too and I have found it to
be really good, although I would upgrade to a goretex
suit if I had the extra money (the fabric breathes
more than nylon/vinyl). I just wear cotton underneath
- riding tights, cotton shirt and sweater if
necessary. The nylon/vinyl can feel icky if it is both
hot and raining when it is on your bare skin. Its
better for weather when it is cold and raining.
