The only thing you've said that I can agree with is that SOME parents are irresponsible.  I must respectfully disagree with the rest of your comments.

Parents do TO decide when their child is old enough to drink or drive or join the Army or whatever.  The law makers ARE parents.  The people that vote them into office ARE parents. 

It's not AERC's responsibility to make rules for our children.  It's our responsibility as parents to make those rules and then to enforce them.
