I want to thank everyone for their suggestions.  I spoke to my husband after reading them and we made some decisions.  First, I am going to the nice neighbor tonight and giving him a signed  “Release and Hold Harmless Agreement” and asking him for written permission to ride on his land. This way if the nutso woman keeps trying to tell him that horses are dangerous and I will sue him if I get hurt on his property he will have proof that I won’t sue. (Of course she won’t let anyone on foot on her property either)  I am also taking him a plate of fresh baked chocolate chip cookies J.  Next, I am going to do all the things Andrea suggested. (Andrea, If you could send me a copy of what I should take to the notary?)  I am going to call our lawyer and send him a copy of the agreement and have him write the nasty people on our behalf.  Fortunately free legal service is one of my husbands work benefits.  I am also going to the sheriff and file a written complaint.

By the way, for everyone that asked I am in northern Idaho (No not Ruby Ridge although right now it feels like it!) I am in Coeur d’Alene.  I don’t think the people are doing anything illegal drug-wise.  They are one of the old time families in the area and absolutely hate it that new people are moving in.  Although they now “only” have about 500 wooded acres, they used to own most of the area around them but sold it. Go figure – what did they think would happen if they sold their land?
