I really don't think it is a matter of finding
something to complain about. Behaviour at home (human
or otherwise) cannot be equated to behaviour in a
public gathering - I have two dogs and I would never
dare let one loose when I bring one to a ride. Not
because my dog is mean or looking for a fight, but
because some horses are not
used to dogs and I shouldn't make the assumption that
they are. It seems a common courtesy to me, to not
interfere with other people's feeling of comfort. 
My bulldog just runs at things trying to play, but
most other animals don't take it that way. And he has
been known to run under a horse totally oblivious of
the danger. And my weimaraner would either have her
nose on the horse's heels or be whipping through a
vetting area at mach speed - neither scenario sounds
like a good reason for them to be loose. And both are
trained and respond to voice commands. Strange places 
and new faces though gets them overexcited.
I have volunteered at a number of rides and I
usually bring my dog along, but she stays tied up by
my truck until I take her for a walk. And I keep her
away from other people's horses and their dogs. It
just makes sense. 
Plus dogs just like horses and every other animal can
be unpredictable. My friendly happy-go-lucky
Wiemeraner once stopped in her tracks and growled at a
man, at one ride, for no apparent reason. Just didn't
like the look of him or something. Luckily for me he
took it all in stride and laughingly said to the dog
"o.k. I won't go near you". Surprised me though!

Some people will never be happy no matter what! Some
like to find things to complain about. It's not like
we all have pit bulls fighting around camp and the
horses. At the rides I have been to the few loose dogs
I have 
seen are very well behaved. People enjoy bringing the
family dog along. Letting him run now and then should
be natural But of course there are some that
would like to pass a law or make a rule.
