My first tow vehicle was a 1/4 ton Ford Econoline van.  Except for 2 front 
seats, it was a totally empty cargo van, but with the aid of a van 
conversion kit, and a few tools, I insulated, paneled and carpeted it 
myself.  Even put in some roof vents.  I added stuff as I could afford it. 
The van towed beautifully and was great to camp out of.  I liked it so much, 
I towed with vans for the next 25 years or so, finally buying my first 
pickup truck 3 years ago.
