The horse is still a "baby". Often they just get confused. You need to figure
what is making him confused. Pain? Miscommunication? Fearful of something that
happened in the past?

I'd first, check his teeth. Next, while you have taken some steps to see that
the saddle is not hurting him, I would not rule that out. The weight of a rider
in the saddle can put a pressure point some place that hurts.

I had one who was very goofy when we first started to ride him to any movement
from his back. He saw that, and would scoot or jump forward. (thankfully, did
not buck) I did a lot of desyntisizing with rubbing him all over with one of
these foam swimming pool "noodles", and brought it up above him also, so he
could see it from behind, above him as a rider would be. Then, did lots of
climbing up on fences abouve him, and scratched him etc. He was very unsure of
me above him. Some say it is the instince of getting away from the "lion that
jumped on their back".

Some mature mentally quicker than others. Treat him like he is two, and not
four.
