that also are drought tolerant, deer resistent, ornamental and 
have the added bonus of actually having some value as widlife 
habitat, and that are NOT deadly.....!

Karen... I am NOT *justifying* it's use.  I was just stating
the reason why it's used, IMO.  Of course there are better plants, but
it seems that those that plant it are generally the type that aren't
going to put the research in to see what else is out there.

And a whole lotta folks hear "native plants" -- especially here
in Cal -- and think "ugly."  Now, me, I think oleander is ugly,
but there are few bushes that I find attractive.  Ah, I do like
manzanitas, and they'd be native and need no water. :)
