I wish I had an answer for you.  I certainly feel your pain!

I clean 8 stalls a day.  Where we are the manure is placed in a 
bin and picked up by waste management.  Now, picture this: I'm 
5'2" and a featherweight, and this bin is a full-sized trash 
dumpster about 4' tall.  I put the manure into muck buckets (the
70 quart size) and cart them around in a two-wheeled wheel barrow
thingy.  So, then I have to LIFT the muck buckets to dump them
into the bin.  By hand.  Daily.  For 8 horses' worth of manure
& bedding.  It's not a pretty picture.  Especially in wet
weather...

Oh, and I seriously feel your pain about "city folks" moving into
your neighborhood and whining about the horses and other critters.  
It's happening everywhere. :(
