Lots of reasons.

Mostly they are used in cool, damp weather when you
first start out a ride before teh horse's muscles get
warmed up and at vet checks. After you've been riding
a couple of hours, then you come to a standstill, if
it's cool or rainy out, the muscles will get chilled
and crampy. you throw the rump rug over your horse to
keep that from happening.

Rump rugs are great. They attach to your saddle and
you can unfurl them like a flag to cover your horse
when need be, then roll them up when you don't need
them.
