Just for comparison....I was at the MN State Fair horse show this weekend and they brought out an eight-horse hitch of................minis! The "big" wheel horses were 34" and they ranged down to 30". Talk about cuuuute! They were matching blacks and pulling a wagon just like the draft horses pull only in perfect proportion to them.
