That is why all the professional trainers of persons to train horses
emphasize over and over again "reward the smallest forward motion..."

The most blatant example of this happens with people and dogs.  The person
calls the dog, it does not come.  At some time in the future by whatever
means the dog is caught.  The handler then hits, screams, scolds etc. the
dog for being bad and not coming.  The last thing the dog did was get close
to the handler, then he is punished.   Of course, this makes the dog want to
come the next time (sarcasm alert).
