Shoot, you don't even need lungs...  Unless your hose is WAAAY too long,
you just have to submerse the whole thing so that it is full of water, and
then hold your hand over one end while you bring it out of the water and
lower it to the appropriate height.  If your hose is long, just fill it at
a hydrant first and stopper both ends, and then "install" it in the tank.

(Used to have to do this with siphon tubes in concrete irrigation ditches
as a kid--the really BIG tubes you actually use a rubber pad to hold off
the end that you pull out of the water...)
