We are running a campaign to get the Town of Parker, CO to invest about 
$700,000 dollars into a community use (as in free) arena complex at the CO 
Horse Park instead of at the Salisbury Park. Salisbury, while a good place when 
first considering the improvements, it is now congested and surrounded by ball 
fields and the public works dept. and is no longer a viable option. A small 
group of users there are trying to make the Town do it nonetheless and the Town 
Council wants to hear from the rest of the equestrian community before deciding 
where the money should be spent. This facility at the CHP would provide for 
year round trails access and training for regional endurance riders and a place 
for us to hold numerous training seminars and safety clinics without 
cost.Yea,that means free for MRER.

This issue needs your immediate response.  The Parker Town Council is in the 
midst of making a decision on where to allocate funds for the development of a 
community equestrian arena.

The Douglas-Elbert County Horse Council strongly supports the allocation of 
funds to the Colorado Horse Park (CHP), rather than to Salisbury Park. We 
believe that the conflict of use (sports fields, Public Works depot, large 
numbers of pedestrians) and impending development in and around Salisbury Park 
makes it necessary to consolidate equestrian activities at the CHP. Four years 
ago the equestrian community came together and supported the Salisbury Master 
Plan; however, since that time, the area around Salisbury has come under 
development pressure, which makes it a poor location for equestrian use, now 
and for the long term. More importantly, the CHP didn?t exist back when we were 
trying to save part of Salisbury for equestrian use.

The CHP has offered to locate the community arena on land at its facility 
similar in size to what remains of Salisbury, and to put ownership of the arena 
into a government agreement with the Town of Parker, which will keep it 
available for all of us to use in perpetuity. There would be no such guarantee 
at Salisbury.  The portion of Salisbury that is restricted to equestrian use 
and access to the Cherry Creek Trail will remain; only the new arena, 
bleachers, and the necessary parking area would be located at the CHP.

Please consider the following:
?       In May, ownership of all of the land and facilities formerly know as 
High Prairie Farms was transferred to the CHP, a charitable foundation owned, 
managed, and operated by six independent Board Members.

?       The CHP will provide much more space, access to miles of superior 
trails, and other amenities not available at Salisbury Park. The CHP is 
currently 150 acres, is adjacent to 180 acres of the Bayou Gulch Regional Park 
and 276 acres of open space for equestrian use, has access to over 12 miles of 
soft surfaced trails, and will provide direct access to the South end of the 
Cherry Creek Trail.

?       The community arena at the CHP will be available, at no cost, for all 
equestrians and groups to use for community shows, clinics, and training or 
conditioning your horse. The arena will have direct, equestrian access to all 
trails. The adjoining Western Complex will be available for rodeo events like 
roping and penning.

?       The community arena at the CHP will be accessed in a way that doesn?t 
compete with the show grounds at the Park. The CHP is developing a formal plan 
and drawings for the community arena utilizing input from all the users, with a 
completion of all construction set for April 2005.

?       The mission and charter of the CHP is to develop and manage a large 
public equestrian facility, which benefits all of us. The Town of Parker is 
under pressure to develop more sports fields for their citizens.
