NATRC used to have a rule or policy that ALL stallions must be double tied.
That may still be the case.

I've seen more problems from mares breaking loose and coming to the stallion. Some stallion owners put a corral around their tied horses just to keep the mares away. Does NATRC penalize owners of love-sick mares?

I believe that NATRC will penalize any horseman who lets their animal get loose. My mare loves to come to rides when she is in heat just so she can tease the boys. I used to have a girl friend like that too.
