Hi Samantha: Yes, Samantha the bridge does swing, especially when a group of horses are on it at the same time.  If you are crossing it a lone or just one other horse it does not swing that much.
 
The good part is the horses/critters, don't seem to mind. Of course I don't have that in writing.
 
The swing is cause by the shifting of weight from the natural way of travel of the critters.
 
No it does matter if you go slow or fast. If you have the time it is a wonderful place to take a soak for you and the critters and bring down the P& R's for the long climb out and clean the dirt and dust off.
