In several of the ride permits I had in Oregon, ANY tying to trees was forbidden--I don't think the Powers That Be understood picket lines, and they were concerned that the horses would paw at the root systems. When you are dealing with agency personnel who don't understand what you are doing and what the options might be, it is tough to get exemptions, even when stuff like that would clearly work...
