 Yes it's ok to feed pelleted feed dry, despite some urban legends.
P.S. As or constancy it's pretty much up to the horses preference if you do decide to soak.

Will be getting some Complete Advantage this weekend
and am currently feeding a no-brand complete feed that
is pelleted and haven't considered before to soak it
or feed it dry.
