Keeping the US 'free of disease' is a pipe dream...and this is just the kind of door that PETA looks for to get their foot in so that they can set up ONE SMALL LAW that is and can be later interpreted in court to extend to all animals and it grows and grows and grows.  Most people aren't even aware that these 'little' laws are ever even passed, they seem so insignificant and most people just vote a complacent 'yes' to bill #whatever and move on...then comes the next little bill, and the next....and so on. 
 
In my past life as a college student I did quite a bit of research on PETA and it's amazing what you learn if you look.  Even had the head PETA guy come give a lecture at my school years ago (it was a required after hours assignment that we all go sit through his babble) then the poor man had the unfortunate experience of coming to my philosophy class to lecture the next day.  He flatly denied anything I questioned him on, even though I had articles and references to back up my questions - it was a most...invigorating day for me!!  Felt like I'd just come off a two day ride by the time that 1 hour class was over! All in the name of 'saving the whales', saving the dogs, now saving the elk?? NOT!

There is currently a watch on deer and elk in the US and Canada who are
victims of a cervid version of mad cow disease, Cervid Wasting Disease.
  It's been tracked back to a commercial elk business, but this kind of
tracking would be easier with some kind of system in place. Likewise,
they've had to backtrack those alligators in Idaho (?) who had WNV. 
Trying to keep a country free of disease is hard work...I think, on the
whole, I'm rather glad that we just live with our bugs.
