If you want to teach your horse to come to a sound anyone can make (like a whistle), try a whistle that they use for herding dogs.  It can be heard from a long way; at one local trial I was at the outrun (when they send the dog to get the sheep) was about 600 yards.  It can be ordered from a catalog called "Border Collies In Action", email www.bordercollies.com .
