Another thing you could try are some natural horsemanship techniques. Teach
your horse to bend from side to side and disengage his hindquarters. Rather
than go to a stronger bit you could put some cues on him that teach him to
slow down and think rather than force him to listen with a device.  I agree
if your horse has a tendency to rear anything that pulls on his face could
aggrivate the situation!

I have two horses, one was a runaway and the other was a rear-er. 6 months
of learning some cues and some thinking techniques and both problems are now
gone. Both horses now go on either a ring or eggbutt snaffle, or just a
plain rope halter with reins attached. This would be on trail, alone or in a
group at any speed.

One of my horses tended to rear when I tried the vosal on him.  He goes in
a S-hack and that seems to keep his head down, whereas the vosal by
pulling
from the bottom of the chin made him go 'up'.  I could probably ride him
in
the vosal now, but he's happy in the S-hack so I probably won't change.  I
would not advise putting a vosal on a horse that already had a tendancy to
rear.  It does work on one of my horses okay, but only if I don't pull on
it with him, he hates that and is much happier in a rope halter.  The good
thing with the vosal is that he tries to eat constantly and the vosal
makes
it easy to pull his head up.  He isn't a high headed horse so it works for
him.
