I had a filly with the same problem. We just started out by picking up her foot with the use of a rope--- no, not "noosed", just looped. It is a good thing that my farrier has INFINITE patience. After a time, she got tired kicking every time we raised her foot-- he was then able to put it in his hand and then let it down immediately-- so that it was "HIS" idea. Then he held it for longer and longer periods and she stopped the behavior. Did I mention, we also yelled at her crossly when if she managed to jerk it away and praise her profusely when she was good. The trick is not to let her jerk away once the kicking stopped but rather to hang in there--- my farrier is really good at that.
Good luck--- it is a process and you need some patience with these--- too smart-for-their-own-good-sometimes Arabs :-)
