Well if you want to do this right check out http://www.spacetoday.org/Satellites/Tracking/SatTracking.html The system described here is one flown by NOAA.

There is also commercial satellite tracking systems, Argos. It is also used to track birds, whales and all sorts of wildlife. You attach a transmitter to the animial and when one of the satellites comes over it detects the beacon and forwards the data back to the ground station for processing and this results in location data and time on that particular tag. I don't know the exact details on the system. I used to by it's one of those things that had to be thrown out of the brain to make room for other things - but I still remember Willy May's batting average for the 1962 season. If your horse is priceless and you have the money to back up that assessment this might be your solution.

Those who worry about lost horses could purchase and use this system.

With the 7 mile range one could easily be out of range, or behind a hill
etc.  In that case an aircraft , walky talkies , and 2 GPS units would allow
the person in the aircraft to direct ground searchers to the lost horse.
Since the aircraft could be quite high the horse shouldn't spook.
