Hi -
I adopted a 3 yr. old BLM mustang two years ago at a BLM/prison training
facility 250 miles from my home, and the BLM had a local field officer
inspect my housing, fencing, and check up on the health of the animal after
I got him home. There may be cases not handled as well by the BLM, but this
area seems to do a good job. The prison training program also seemed
positive - my horse definitely wasn't abused in his training, and is
generally a gentle, trusting, non-spooky fellow. He's done a CTR, hopefully
I can get him to some LD rides next year.
