I would also suggest that we change it a bit to have the AERC pay for the necropsy.

It only applies to metabolic deaths, so the Tevis horse doesn't count. If the horse's necropsy (or surgical report) included the extenuating circumstances detailed by the vet committee (and an aortic anuerism would certainly be one) the sanction would be reversed on appeal. I agree we need to make the reversal as fast as possible.
