[RC] OT: an equine medical question: chronic cellulitis? - A. Perez

Someone is giving away a mare who has a chronic leg problem:
anyone ever seen anything like this before?  Here is the owners
description:

"She was sound for a while, until she got that leg cut from a 
kick. Then it swelled up and we had to put a standing wrap on 
it, and give her smz tablets (antibotics) for a week or so. we 
have ridden her off & on all summer, everytime she gets a cut 
on that leg, it swells up. Its a higher mantenince horse than 
we want. She is very sweet. We thought about putting her down ,

but our vet said to deal with it, and dosen't think its a
severve enough effliction to put her down. "

Is this cureable?  I know someone looking for a horse for his
daughter, and am wondering how best could be managed or cured?
