As long as any such policy is implemented uniformly and fairly across the board there should not be a stigma attached. In hockey you commit a foul - you go to the penalty box. Simple, clean part of the game. In basketball you commit 5 fouls (6 in the pros) you go to the bench - simple clean, part to the game.

I see no problems with someone who has three pulls in a row or three pulls on the same horse as a team would be better- taking a break and maybe assessing why. Maybe like you describe - circumstantial. However, it may be from some underlying fundamental reason that up till then hasn't been detected.

A couple years ago I had a period of three lamness pulls at 35 +/- miles. No vet could find out why. I stopped at that point and we did find out why, minor inflamation of the check ligament - mild and very difficult to find. By stopping, and concentrating on why gave me the chance to find out why and bet it fixed.

As long as such policy were implemented uniformly and fairly - I'd be all for it.

  Okay..so lets consider this scenario: I pull cuz I tried
a 100, went too slow and knew I would be over time. Next
ride my horse stepped in a hole, slid on his knees and nose
to *save* himself, ended up with a bad sprain and pulled
for lameness. Next ride he just isn't acting right to me,
three vets all say he is okay, has all A's at previous VC's
but I pull cuz I know my guy and something just ain't
right. Now I have 3 consecutive pulls that have fallen
under the s@*t happens catagory. You want me to be *slapped
on the hands* and tell everyone I'm a bad or uncareing
rider by giving me a mandatory 6 mo rest that is now
recorded on my ride record for people to pull up when I
either want to buy/sell a horse or just perhaps make a
comment someone dosen't like on RC.  To me this would be be
punishing the knowledgeble caring rider more so than
*catching* any of those 2% idiots that everyone is trying
to save horses from. I wonder how many good people you will
lose to the sport with this "wonderfully fair* rule?????

Again JMHO.... and to save you from pulling up my short
ride record to disect and made known to other RCampers I
have  had 2 pulls this year...gasp!!! and only ridden 4
rides ...double gasp!!!! <rolling eyes>

Not sure about the details, but I agree--this sort of
concept is worth some
consideration.
