So, you see that better conditioned horse as being unfairly
advantaged and in order to make the race more equal you
institute additional rest stops. Now that is quite a
postulate. Almost like a form of handicapping.

Once again the "lowest common denominator" strikes and the
horse that excels is penalized.

I have always felt that every one hates a winner.
(especially if it is not them)

A good point and applicable to most all rides.  However, on
high profile
races (like the PAC) it is extremely likely that many
competitors will not
stop for enough rest unless vet checks are provided.  The
reason is simple,
the winner will be a horse that does not require extra stops
on that
particular day.

For that reason I believe that course design for champ rides
must be
different than for ordinary rides.
