I have seen this "ride in and holler at the vet for a trot out"
scenario...what are the rules in regard to this?  Is there a rule?  Can a
ride manager make a "no trot outs until you present to the vet for pulse"
policy?

The rule is "fit to continue."  Unless the pulse is down, the horse is not
"fit to continue."  And unless the horse can still trot out after his pulse
is down, he is NOT fit to continue.  That is AERC's rule--all ride
management has to do is enforce it!
