[RC] FW: Protecting Horses - reg mulder

As I'm reading all your discussions in digest I'm not so often responding.
Now I have the time and the need to do so.
As a member of the dutch endurance organisation I've been member of the
group revising our rules. Yes we do have them, not for the majority of
riders (they just like to ride a nice trail and nothing more) but for the
few whose ego takes over the moment the word 'race' is mentioned. Our system
is based on the simple fact that you have to prove yourself 3 times over the
shorter distance to be allowed in the longer one. As the short distance has
more danger of going very fast we have maximum speed in these races. In
short:

Group I 25-40 km max speed 13 km, to fast gives 1.25 times
penalty HF not
above 60 at check and finish, otherwise 10 min wait. Not OK after the wait
is eleminated. No group start but individual with 2 minute intervals

Group II 40-80 km no max speed HF not above 56 at vetgate and
30 minutes
after finishing. Groupstart if deemed neccessary by organisers.

Group III 80-120 km no max speed HF not above 60 at vetgate and
within 30
minutes after finishing.

Group IV 120-160 km no max speed HF not above 60 at vetgate and
within 20
minutes after finishing.

This is for the competition. You lose the right to start in your highest
group if you have not finished in that group during a year. You also lose it
when you have twice a horse overtaken without a completion in between or
three times out because of other problems like lameness. Three times
overtaking in a year is degradation and a ban for two months. All
qualifications are done as a combination but you are allowed to start in the
highest class both horse and rider are qualified for. Group IV start
allowance give you the possibility to start an unqualified horse in group
II.

We hope to protect new endurance riders from going to fast (as there are no
mountains you can go very fast) and cause harm to there horses. On the other
hand we hope to provide a possibility to compete on an appropriate level.
