Is there any way you can pony her since she doesn't work well on the lounge 
line?  If she is going to buck and carry on while she gets used to the feel 
of the crupper, then you would be a little safer.  I found that I just had 
to introduce the crupper a little at a time, leaving it very loose at 
first, tugging on it from in the saddle, etc, and generally just fiddling 
with it.  It takes various times with different horses I have, but I never 
ride without a breastcollar and a crupper, even if I am going to a flat 
desert ride. Good luck.
