Not necessarily.  I have a mare that also will not grow a winter coat.
Several years ago, I tried to let her do it and didn't blanket her during a
3 day freeze.  She NEVER quit shivering and sometimes she would shiver so
bad her legs would come off the ground.  During that same 3 days, most of my
other horses fluffed up considerably, but Scarlet's winter coat still looked
like the average summer coat (her summer coat looks like she's been body
clipped).  I couldn't bear seeing her so miserable anymore, so I do blanket
her.  She gets the sheet for the 40's and the heavy blanket for under 35.

He never will get a coat if you blanket at such high
temperatures!  I field board my horse in Northern VA: no barn,
just thick evergreeen to get in under.  My vets says there is no
need to blanket until the temperature gets below 15 degrees, and
to blanket as little as possible.  IMHO, 50 degrees is way too
warm for even a sheet!  Do your horse a favor and don't oput
anything on until the temps get below freezing: he will get a
coat!
