Search the archives on garlic and Susan G.  This has been discussed before,
and it was Susan's opinion that you'd have to feed huge amounts of garlic
daily (as in,  cups of the stuff) before you'd approach a toxic level.

There are many things we feed to our horses that would cause trouble if
given in "too large" amounts -- including grain!  In my case, feeding
powdered garlic has meant that I no longer take 5-8 attached ticks off my
gelding each week.
