You have run up against one of the inherent properties of the free
enterprise system, and another property of people.

1.  Cost.  The helmet makers have the equipment etc. in place to make the
existing helmets, which sell well and have known costs of certification,
production, and replacement.  They freely admit that they are good for only
one fall.  If the new design would cost more to produce (which it would if
for no reason other than that they would have to retool), they would
diminish their profits if people would not pay more (consumers often make
decisions only on initial cost, not cost of ownership).  If the new helmet
would last longer, their profits would be further diminished.

2. NIH (not invented here).  The technical people at the helmet makers are
human.  They have ego's.  Something that they did not invent, gets severe
criticism, often to the point of rejection.  Not a good thing, but human.
It even happens between departments in the best (=most profitable)
companies.
