You don't have to be a citizen or Permanent Resident to be able to work.
You can have other immigration status' so the I-9 isn't a good guide.

Actually, I figured you must have an address within the 50 states.

Oh, this is getting ridiculous..... Lets just look on the back of an I-9
and
see what is acceptable proof of documents to work in the US and go by that
while we are at it.

So for any votes to count in this ballot, one must have proven US
citizenship?

If I were not a citizen of the US yet I cast a  ballot, and that ballot
were the 1 which allowed a 20% quorum, and that ballot were the one vote
that resulted in the approval of the current question....etc.

So do we have to enclose a birth cirtificate or Passport to prove that we
are members whose votes count (it would be a good idea to do so, those
that
have allready voted should send their proof of citizenship in to the
office.) Otherwise, without proof of citizenship, are the votes not
counted?
