I'm not a vet, but my mare broke out in that when I moved to the new place.
She had an allergy to the new shavings. Would up having to put her on
steroids, antihistamines, and cleaned out every shaving in the barn. She had
hives everywhere and they oozed. Took awhile to clear and wound up losing
the hair on her legs for a while after all the oozing stopped.
