I find some horses paw in the water, some don't. Those that try to, do it
all times of year, not just when hot out, so I don't think it is a cooling
themselves off issue. Pawing can be a sign of frustration, and also a sign
of  "I'm going to roll now".  I never let my horses paw in the water. It
distracts them usually from drinking, makes the water a muddy mess, and (in
my own book) is an irritating habit. Have seen some horses who paw in ponds,
get to a large, but low water trough, try to paw, and end up with a leg over
the metal trough edge. Things usually get ugly from then..LOL Also, watch
pawing horses from getting a leg over reins. They seem to paw higher in
water than they would otherwise lift their legs.

A pawing, and splashing horse, with other horses trying to drink, can (and
usually does) disturb other horses from drinking.

Just my thoughts.......
