I would not let your horse do it at an endurance ride where other horses are 
trying to drink, as it tends to disrupt them and muddy the water.  But on a 
casual ride among friends, it doesn't bother me personnally (but take your cue 
from your own riding buddies).  The friend with whom I ride a lot to condition 
has a mare who absolutely loves to splash with gusto to cool herself off.  
Doesn't bother me a bit, and my friend controls her from doing it at rides.  
This mare is actually really funny - she gets this look of intense 
concentration as she slaps the water as hard as she can.  LOL
