I'd check on nutrition - low magnesium in the diet can result in slow shedding.  Copper would be another mineral to check.

I had the same problem with one of my horses and the Panacur Power Pak purge worked for her but since your mare is in foal, I would check with my vet.  WE use the panacur for five days in a row and then once with Ivermectin ten days later.  It worked wonders on both the horses I used it on.
