Therefor the organization should do one of the following: 1. State unequivocally that 4 is an appropriate racing age for horses. 2. Up the age requirement for entry. 3. Stop the awards for and acknowledgment of speed in LD's. To claim that "it doesn't happen very often" is not good enough.
