The only way evaporative cooling can work is when 
the air can absorb additional water vapor.

Don't forget to add the breeze of a good horse to the equation. It's
definately cooler to be wet with a breeze than dry with a breeze even in
high humidity.  I've had people argue with me that sponging doesn't help
in high humidity and I know they're wrong. I remember a vet at a hot
humid ride touching my horse and looking sort of funny, then saying,
"this is the first horse that's been in that was cool to the touch".
