Technically that's what the drug rule says. If you think it doesn't make any sense, contact your regional directors and directors at large and tell them so. Problem is drug testing has become much more sensitive since the drug rule was written. If taken literally using current testing technology, there would be very few horses that could legally compete under the drug rule.
