I had similar bumps below my horses withers and on the spine though I thought 
the saddle fit him ok.  When I switched to a supracor pad they never returned.
Not sure that is the best solution but worked for me and though expensive the 
supracor saved me from buying a new saddle for that horse since my OF saddle 
fit the other horses ok.
