    My son's Appy T.B. cross (only 1/32 Arab) does it. My son calls it "the
    flippy head game". I have seen the horse do it while he was running loose,
    with no tack, on a training ride. I think something is definitely bothering
    him, I suspect in his hind end. I have seen many other horses do this when
    ridden in running martingales, perhaps too short. Wearing a neckstrap and
    giving it a few tugs when they start to flip seems to help.
