I doubt that CA was adding Chloramine to the drinking water. It is a
reaction product of chlorine and urea. It occurs naturally when chlorine is
used to sterilize drinking water. I suspect that most treated water has
more or less of it. There would be more when the source of the water was a
river containing water that had been used many times before.
The Mississippi and most major rivers are used many times before they reach
the sea.
