    Many years ago, like in about 1983, California 
    started adding Chloramine to the drinking water.  
    Chloramine is toxic to fish. Nice, eh? Anyways, 
    if you are using city water to fill your tanks,
    this might be what is killing the fish. Chloramine
    can now be removed with an additive that binds it.
    But you'll have to decide how much "stuff" you want
    in your horse too. Anyways, if you have chloramine
    in your horse water, every fish you add to your
    stock tank will die within a day or two.
