Patti,

My husband works in the planning department of a small County (Plumas, in
the northern Sierra's), so I may have some ideas.  How long have you lived
there?  When you moved in, were you zoned for horses at that time?  If you
can give me some more information, I'll print your e-mail for him and see
what he thinks.

rural atmosphere as long as there ae no horses, cows, pigs, goats and so on.
