I guess the health certificate thing just seems a little silly when you can
drive the length of California (12 hours)and not need one, but drive 3 hours
and cross the border to Nevada and oops, $60 for 2 farm calls $30 for two
Coggins tests and ???? for two health certificates. Didn't initially
realize I would add $100+ to the cost of this ride.
You can haul sick horses around your own state as much as you want, but you
can't take them anywhere else? What if you want to haul a sick horse to a
special vet? Back east, I can see where that could take you across the
state line real quick.
Sounds like bureaucrats collecting money.

I don't know of a state that does NOT require a health certificate on horses
coming in from another state. The entire purpose of the health certificate
is to limit the spread of disease by only transporting healthy horses.
