Sounds about like what I charged when I was in practice in Oregon.  I just had one done here in central Idaho--granted, this area is kinda economically depressed, but the Coggins was $15 and the health certificate was $10.  I had some done last fall on horses that still had valid Coggins tests from when they came over from Oregon--and the healths were still $10 apiece.
