Absolutely not.  This possibility was used (successfully in many cases) to
argue against mandatory testing in the '70's.  It has since been disproven.
Even the anti testing people do not use this argument anymore.

Rest assured that if we tested and isolated every positive equine in North
America EIA would go the way of small pox.
